Germany will finance several tens of thousands of Quantum Systems interceptor drones for Ukraine through its winter 2026/2027 military aid package, Tech.eu reports. Federal Chancellor Friedrich Merz announced the support, giving the company’s Ukrainian manufacturing expansion a substantial publicly funded programme.
Production will take place in Ukraine and increase output of interceptor systems already being used operationally, according to Tech.eu. The programme comes as Russian aerial attacks increasingly involve faster, jet-powered drones, raising the requirement for defensive aircraft that can be manufactured and deployed in large numbers.
Quantum Systems develops unmanned aircraft and technology for collecting data from multiple sensors. Its customers span defence, government and commercial markets. Tech.eu describes a business with nearly a decade of experience across drones, robotics and imagery collection, including electric vertical take-off and landing aircraft used in security, humanitarian work and geospatial operations.
An investment in Ukrainian manufacturer WIY Drones in March established another industrial connection in the country. WIY Drones develops reconnaissance and strike aircraft as well as interceptors, alongside ground control stations and associated equipment, Tech.eu reports. That gives the partnership a broader technical base than interceptor aircraft alone.
The Ukrainian engineering team at Quantum WIY Industries developed the interceptors to defend cities, civilian premises and critical infrastructure against drone attacks. The aircraft also work with Quantum Systems’ MOSAIC UXS software suite, connecting the Ukrainian-developed hardware with the company’s wider software offering, according to Tech.eu.
Quantum WIY Industries sits within a German-Ukrainian production network that also includes Quantum Frontline Industries and Quantum Tencore Industries. Quantum Systems has been increasing its permanent presence in Ukraine since 2022 and now employs several hundred people there, Tech.eu reports. The expansion therefore builds on an established local workforce rather than a new market entry.
Statements carried by Tech.eu describe two linked objectives: meeting Ukraine’s immediate requirement for interceptors and creating manufacturing capability that can also serve Germany and allied forces over the longer term. The stated approach brings Ukrainian operational knowledge together with German industrial resources. The supplied report does not identify the individual speakers behind those statements.
The statement concerning Quantum WIY Industries places particular emphasis on combining its engineers’ expertise with partners’ manufacturing capabilities. It also sets out an intention to improve the systems using feedback from Ukrainian units and maintain production capacity that can adjust as aerial threats change. Separately, Tech.eu reports that Quantum Systems already works directly with Ukrainian defence units to feed operational experience into product development.
Merz and Germany’s Federal Minister for Economic Affairs and Energy, Katherina Reiche, met Quantum Systems during their Kyiv visit. According to Tech.eu, the company briefed the delegation on manufacturing during wartime, training and operational support. Those discussions covered the services surrounding deployment as well as the continued growth of aircraft production.
Quantum Systems also signed a memorandum of understanding with Fire Point at an industry round table attended by Ukrainian President Volodymyr Zelenskyy and Merz, Tech.eu reports. The agreement sets out joint development of unmanned-system technologies and capabilities for countering more advanced aerial threats. It establishes a separate development initiative alongside the interceptor manufacturing programme.
The winter 2026/2027 aid package provides a policy timeframe, but the supplied reporting gives neither a monetary value for the financing nor a detailed production or delivery schedule. It also does not specify how many aircraft will be completed each month. For businesses assessing the scale of this European defence expansion, those omissions limit what can be concluded about the pace of factory growth or the value of potential supply contracts.
For companies entering European defence markets, this programme highlights the importance of local industrial partnerships, an established workforce and operational support alongside technology. Quantum Systems’ Ukrainian presence connects product development with users while German financing supports a larger manufacturing programme. The commercial opportunity extends beyond developing aircraft to sustaining production, training and deployment. However, the absence of a disclosed funding value or delivery schedule means prospective suppliers cannot yet size potential contracts from the announced drone quantity alone.
